His Britannic Majesty's Consul General at Shanghai.

Proposed amendments to the China (Companies)
Order in Council, 1915.

I have carefully considered the enclosures to
Peking despatches Nos.14 and 15 of January 16th 1918.
In my opinion the proposed amendment, as set out in
Foreign Office Despatch No.120 of November 22nd 1917,
highly desirable, and if enacted will go far towards
remedying the difficulties which have arisen in connec-
tion with China Companies such as the Hoong On Steamship
Company, Limited.
As regards the proposed amendment set out in Foreign
Office Despatch No.119 of November 22nd, you are aware
that it has not been found necessary to obtain the
decision of His Britannic Majesty's Supreme Court in
regard to the status of J.A,Wattie & Company Limited,
owing to that Company having accepted, in effect, the
view taken by the Legal Advisers to the Foreign Office.
I consider nevertheless that this amendment should also
be included.
